Andrew is an associate in the Data Strategy, Privacy & Security Group. He represents clients complying with privacy laws and responding to state regulatory enforcement inquiries.
Previously, Andrew served as a Westin Research Fellow at the International Association of Privacy Professionals (IAPP), where he provided actionable research and insights on regulatory enforcement, adtech compliance, and legislative developments in privacy and AI. He analyzed FTC and state enforcement actions while researching and writing on California privacy law, the EU GDPR and AI Act, and children’s privacy. He has spoken at conferences and industry events on U.S. privacy law developments.
Andrew clerked at the California Privacy Protection Agency, where he worked closely on the California Privacy Rights Act rulemaking package. He also researched and drafted memoranda on the CCPA employee, B2B, and financial personal information exemptions.
He has experience as an in-house legal intern at a toy manufacturer, updating data maps, consumer request protocols, privacy policies (for CCPA, GDPR and PIPL compliance), and confidentiality and NDA processes.
Through the IAPP, Andrew is a Certified Information Privacy Professional (U.S. and Europe) and Certified Information Privacy Manager. He also holds an Introduction to Cybersecurity and Risk Management certificate from the University of California, Irvine.
He currently serves as Co-Chair of the IAPP KnowledgeNet Los Angeles Chapter.
Andrew is admitted to practice in California.

The Television Academy’s Second Annual AI Summit Pushed Calm—and Concern
IndieWire quotes Andrew Folks who spoke on a panel of legal experts at the Television Academy’s AI Summit at the Saban Media Center in North Hollywood. The speakers addressed AI's impact on the industry and talent. Mr. Folks stated that privacy and copyright laws “are grappling” to address AI. He explained regulatory actions, and the application of copyright law. He also discussed litigation, including how OpenAI and Google in a government proposal argued that fair use protections apply to all copyrighted material used for AI purposes.
