The State of Google Consent Mode How the Google Analytics change on June 15, 2026 is increasing
Daniel M. Goldberg is quoted in Privado AI’s report, “The State of Google Consent Mode,” which examines how Google Consent Mode is increasing compliance risk for the top 250 websites.
On June 15, Google removed the Google Analytics setting that allowed websites to limit personal data sent to Google Ads for cross-device remarketing. This change has affected 48% of the top websites with Google Consent Mode misconfigurations—which will now send the full data signal to Google Ads for cross-device remarketing when consent is not properly managed. As a result, nearly half of the top websites may face significant privacy compliance risks because they are sending the full signal to Google Ads regardless of controls previously set within Google Analytics.
Goldberg is quoted in the section titled “What Legal Experts Are Saying.” He addresses California law requirements and explains why implementation in California lags, stating that “…this increases regulatory and litigation risk, including exposure to dark patterns and misleading claims.” Read the full report on Privado AI’s analysis.
